Joseph Kinyua: Security Council met Chebukati at Bomas to discuss 'security issues'

Head of Public Service Joseph Kinyua has admitted that the National Security Advisory Committee met with Independent Electoral and Boundaries Commission chairman Wafula Chebukati during tallying of presidential results.

Kinyua has however claimed that they met with Chebukati to discuss what he termed as security issues.

This is contained in affidavits that have been sworn by Kinyua and Principal Administrative Secretary at the Office of the President, Kennedy Kihara.

In his affidavit, Kihara says that on August 15, while acting on the instructions of the NSAC, he led a delegation comprising Kennedy Ogeto, Police Inspector General Hillary Mutyambai and Francis Ogolla to attend a meeting with Chebukati and IEBC commissioners at the National Tallying Centre at Bomas.

In his affidavit, Kinyua says that he called Chebukati to inform him the Security Council members would be visiting him. Apparently, they wanted to discuss security implications surrounding the transmission tallying, verification and declaration of the results of the presidential elections.

Kinyua claimed that efforts had been made to have a meeting with Chebukati earlier but Chebukati had been unresponsive.

“It is due to the urgency and sensitivity of the matter at hand that NSAC considered it necessary to have a physical meeting as opposed to engaging in correspondents,” Kinyua says in his affidavit.

In his affidavit to the Supreme Court, Chebukati swore that the Security Council had visited him in an attempt to sway him to declare Azimio la Umoja candidate Raila Odinga as the winner of the election and in worst case scenario to declare that William Ruto had not attained the 50+1 mark and call for a run off.

A video showing members of the Security Council including Inspector General Hillary Mutyambai allegedly  at Bomas on August 15 has been circulating online.
