Issuance of birth and death certificates: Identity Cards, passports, Birth and Death Certificates will be processed and handed to applicants on the same day starting this July. This is according to the cabinet secretary for Interior Security Dr. Fred Matiang’i.

However, applications originating from outside Nairobi and abroad will take some days to complete.

“We interact with our citizens at their most vulnerable moments and the pain and misery I saw them go through last year is unacceptable in Public Service,” he said.

“We cannot be expected to be the provider of solutions yet be deemed to be the greatest source of pain. This must and shall stop! Change in our processes, procedures and attitude cannot be overemphasized.”

Matiangi also directed County Commissioners to conduct impromptu checks at service centers, report and take action on lack of efficient service delivery.

“I shall hold the County Commissioners responsible for in particular, immigration services, registration of persons and issuance of birth and death certificates in their counties,” he said.

Dr. Matiang’i was speaking during a top security organs forum in Mombasa. He unveiled A 10 point plan for the year 2020/21 as follows:

1. Countering Terrorism
2. Police Reforms
a) Structure and operational strategy
b) Capacity building
c) Equipment Modernization
d) Automation of citizens processes
e) Automation of human resource management
and welfare procedures for officers
3. Radical transformation of citizen services; Same
day issuance of IDs, Birth & Death Certificates &
4. Implementation of full automation of citizen services
5. Institutionalization of integrity
6. Sanitization of firearms licensing
7. War against drugs
8. Reforms in the transport sector
9. Reviewing of National Government Administrative Officer’s training
10. University community security committees
