NTSA requirements for starting a driving school in Kenya

The National Transport and Safety Authority (NTSA) has approved several driving schools to operate in Kenya after complying with the regulator’s standards including good quality training, having experienced instructors, and offering competitive pricing.

NTSA says that to become a driving school owner in Kenya, one must fulfill several legal requirements and obtain the necessary documentation. The licensing of driving schools is guided by the Traffic Act 2020.

Among the documents required to apply for a driving school license in Kenya are

  • A copy of the certificate of registration of the applicant.
  • a copy of the title, lease, or rental agreement of the premises which the driving school intends to operate from.
  • A list of driving instructors, including copies of their instructors’ licenses.
  • A list of the equipment and facilities available at the proposed driving school’s premises to be used for instructing the learners.

In addition, the applicant must submit some details of the driving instructor, including qualifications.

According to traffic rules, the driving instructor’s work is to ensure the preparation of all teaching materials is according to the curriculum.

In addition, the head instructor oversees the preparation and conducting of all internal driving examinations. The specific qualifications for instructors include:

  • KCSE minimum grade of D-.
  • Valid driving license with a minimum of four years’ experience.
  • Must have a certificate of good conduct from the Directorate of Criminal Investigations (DCI).
  • Must have been trained and passed an instructor course.
  • Must be medically fit.

Once the application is submitted, NTSA conducts due diligence, and the operator makes payments.
