The Kenya National Highways Authority (KeNHA) and the Kenya Rural Roads Authority (KeRRA) Director Generals resigned on Friday in a shock move. Eng. Kung’u Ndung’u who was the Director General at KeNHA was replaced by Eng. Luka Kimeli in an acting capacity.
“The Board of Directors hereby announces the acceptance of the resignation of Eng. Kung’u Ndungu as Director General of the Kenya National Highways Authority, effective 11th July, 2025,” reads a statement signed by KeNHA board chairperson Winfrida Ngumi.
He had been appointed to head KeNHA on October 8, 2021, replacing Peter Mundinia who retired.
On the other end, Eng. Philemon Kandie who was the Director General at KeRRA was replaced by Eng. Jackson K. Magondu in an acting capacity as well. Eng. Magondu has been serving as the Director for Planning, Design and Environment at KeRRA.
“The Board of Directors would like to appreciate the outgoing Director General for his invaluable service and contribution to the Authority,” the KeRRA Board of Directors said in a statement.
“The Board of Directors, in consultation with the Cabinet Secretary, Ministry of Roads and Transport, wishes to inform that Eng. Jackson K. Magondu (Director – Planning, Design and Environment) has been appointed to the Office of the Director General on acting capacity with effect from Friday, 11 July, 2025.”

Kandie had officially assumed office as the Director General on April 13, 2022. Before this, he had served the roads body in an acting capacity from July 6. His five-year contract was to end April 12, 2027.
