To many Kenyans, Basic Education PS Belio Kipsang is synonymous with the Ministry of Education. Dr. Kipsang was appointed to his current position as the Principal Secretary, State Department for Basic Education in the Ministry of Education on 2nd December, 2022.
Prior to his appointment to this position, Dr. Kipsang was serving as the Principal Secretary at the State Department for Regional and Northern Corridor Development.
Dr. Kipsang is a holder of PhD degree in Education (Educational Administration and Planning) from The Catholic University of Eastern Africa. He also holds a Master of Arts degree in Economics from the University of Nairobi, and a Bachelors (Honours) degree in Education (Business and Economics) from the University of Nairobi.
He is also a trained investigator and prosecutor from Criminal Investigation Department (CID) Training school and a trained Certified Fraud Examiner. In addition, Dr. Kipsang is an Associate Member of the Association of Certified Fraud Examiners.
Apart from his current role as PS, Dr. Kipsang serves as a Council Member at the Mt. Kenya University. He is also the chair of Finance, Planning and Development at the Cooperative University College.

At the same time, he is a board member at the Finance Alliance for Sustainable Trade, (FAST) which is an International Think Tank on Financial Resource Mobilization.
Kipsang is also a council member at the Advisory Council for Coffee Initiative; a government delegate at the International Coffee Organization (ICO); and the chair of the Operations Committee at the Association of African Higher Education Financing Agencies (AAHEFA).
