List of all NTSA Traffic Offences and their associated Fines

Kenyan Roads and Transport Regulator, NTSA has always been at the forefront of the combat against road accidents which leads to many fatalities. In 2024 alone, at least 4,282 people lost their lives in road accidents compared to 4,090 in 2023.

“These are not just numbers; these are human lives severely impacted by road accidents,” said Inspector General of Police Douglas Kanja.

He explained that traffic accidents are the leading cause of deaths in Kenya, most of which are preventable and are a result of human factors such as non-compliance with traffic laws and regulations.

Police officers collaborate with the National Transport and Safety Authority in a multiagency strategy to conduct compliance checks and crackdowns on major highways. This ensures smooth traffic flow and reduced road carnages.

While in driving school, all students are required to familiarize themselves with the traffic regulations of Kenya. To ensure road safety measures, the Traffic Act lays out all the rules, regulations and penalties for law breakers.

The NTSA and Police officers are keen to promote discipline among drivers and eliminate reckless behaviors by passengers and drivers on the road. As the festive season approaches, authorities anticipate increased public gatherings, shopping and high vehicle traffic on the highways.

Instant fines vehicles, motorists are charged for violating traffic rules

It is important to be acquainted with the amount of fees payable once caught committing certain traffic offences. On the bright side, it will help you avoid exploitation through notorious bribes. Here is a detailed list compilation:

Vehicle and Driving Compliance

  1. Driving without proper identification plates- Sh. 10,000.
  2. Using pedestrian walkways or pavements- Sh. 5,000.
  3. Obstructing traffic with your vehicle- Sh. 10,000.
  4. Ignoring traffic signs- Sh. 3,000.
  5. Failing to stop when signalled by a uniformed police officer- Sh. 5,000.

Driving License-Related Offenses

  1. Driving without a valid license for the vehicle class- Sh. 7,000.
  2. Failure to renew a driving license- Sh. 1,000.
  3. Not presenting a driving license when asked- Sh. 1,000.

Safety Violations

  1. Driving while using a mobile phone- Sh. 2,000.
  2. Learners failing to display ‘L’ plates- Sh. 1,000.
  3. Not carrying lifesavers in the vehicle- Sh. 2,000.
  4. Not using lifesavers during a breakdown that obstructs traffic- Sh. 3,000.
  5. Vehicles without seat belts or with substandard seat belts- Sh. 10,000 per seat.
  6. Failing to wear a seat belt while driving- Sh. 500.

Public Service Vehicle (PSV) Rules

  1. Driving a PSV without proper qualifications- Sh. 7,000.
  2. Allowing an unauthorized person to drive a PSV- Sh. 5,000.
  3. Unlicensed individuals acting as PSV driver or conductor- Sh. 5,000.
  4. Picking or dropping passengers at undesignated stops- Sh. 1,000.

Additional Offenses

  1. Failing to install speed governors in vehicles- Sh. 10,000.
  2. Traveling with any body part outside a moving vehicle- Sh. 1,000.
  3. Touting- Sh. 3,000.
  4. Riding or allowing a motorcycle passenger without protective gear- Sh. 1,000 each.
  5. Carrying more than one passenger on a motorcycle- Sh. 1,000.
  6. Dirty or unwearable seat belts- Sh. 500.

Speeding Fines

For exceeding the speed limit, fines are scaled as follows-

  • 11-15 kph over the limit- Sh. 6,000.
  • 16-20 kph over the limit- Sh. 10,000.
