The Teachers Service Commission (TSC) has invited applications for the position of Secretary and Chief Executive Officer, offering a five-year contract that comes with a monthly gross salary of Sh698,600 and a range of additional benefits.
In a notice issued on September 29, the commission said the successful applicant will serve as its chief executive and oversee the implementation of its policies, decisions and strategies.
“Pursuant to the provisions of Article 250 (12) of the Constitution, the Commission is seeking applications from qualified candidates for the position of the Secretary/Chief Executive Officer, who, in performance of the functions and duties of office, shall be responsible to the Commission. The Secretary shall be the Commission’s Chief Executive Officer, responsible for implementing the Commission’s policies, decisions, and strategies,” read part of the announcement.
The Secretary will also head the TSC secretariat and serve as the commission’s accounting officer and custodian of its records.
Among the responsibilities attached to the position are overseeing the execution of commission decisions, assigning and supervising staff, coordinating the implementation of TSC’s mandate and ensuring adherence to public ethics and values.
The position became vacant after the tenure of former Secretary and CEO Nancy Macharia ended on June 30, 2025. Evaleen Mitei has been serving as the acting Secretary and CEO since then.
Qualifications
TSC requires applicants to be Kenyan citizens and hold a university degree in education from an institution recognised in Kenya.
Candidates must also have at least 10 years of relevant experience in areas including education, administration and management, public administration, human resource management or financial management.
Applicants are further required to satisfy the leadership and integrity requirements set out under Chapter Six of the Constitution.
The successful candidate will serve for five years and may be considered for one further five-year term.
Salary and benefits
In addition to the Sh698,600 monthly gross salary, the CEO will receive a monthly airtime allowance of Sh15,000 and an annual leave allowance of Sh50,000.
The medical package provides inpatient cover of up to Sh10 million and outpatient cover capped at Sh300,000. It also includes maternity benefits of Sh150,000, as well as dental and optical cover of Sh75,000 each.
The officer will also be entitled to a service gratuity equivalent to 31 per cent of annual pensionable emoluments for the period served.
The benefits package includes group life insurance and group personal accident cover, with each providing coverage equivalent to three times the officer’s annual pensionable emoluments.
The CEO will also be eligible for a car loan of up to Sh6 million and a mortgage facility of up to Sh30 million, both at an interest rate of three per cent per annum, subject to applicable regulations and availability of funds.
The mortgage can be repaid over a period of up to 20 years, while the car loan has a maximum repayment period of five years.
The commission will additionally provide an official vehicle with an engine capacity of up to 3,000cc.
Medical cover will extend to the office holder, one spouse and up to four fully dependent children below the age of 25.
