The Ministry of Education has banned secondary schools in the country from admitting learners through transfers in 2025 without prior authorization in a bid to curb congestion in schools.
In a circular dated November 29, 2024, Basic Education Principal Secretary Dr Belio Kipsang directed all School Heads not to declare any vacancies from Form 2 to 4 considering there will be no Form 1 admission next year.
The PS directed institutions that had initiated interviews to cancel the process.
“With no admission of Form One in the next year 2025, schools should address congestion in both the classrooms and dormitories in a bid to improve learning conditions. In this regard, Principals are directed not to declare any vacancies without approval of the Ministry…any school that may have declared vacancies and conducted interviews are hereby directed to cancel the process,” said Kipsang.

According to Kipsang, students seeking transfers must now go through the Ministry of Education, with approval granted based on the type of school
For National and Extra County schools, approval must come from the Head of the Directorate of Secondary Education.
On the other hand, learners in county schools seeking transfers will require approvals from Regional Directors of Education, while sub-county school transfers will need approval from County Directors of Education.
“All transfers must comply with the Basic Education Act (2013), Sections 32 and 34(4), and must be approved by Ministry of Education officials,” Kipsang added.
The PS clarified that no fees would be charged for transfer interviews.
