Magoha’s move that could cut Nancy Macharia’s control over teachers

TSC Act: BY NEWSPOA MEDIA: Education Cabinet Secretary George Magoha wants Parliament to review section 11 (e) and (2) of the TSC Act to provide for mechanisms through which his Ministry can relate with teachers.

Magoha argues that MPs should have a re-look into the present law that does not empower his office to be in charge of teachers.

Appearing before the National Assembly Education Committee, Magoha told MPs that he is running the only ministry that does not have control over teachers.

“We are the only ministry in the region that is not in charge of teachers. We are the only sector head that is not in charge of teachers,” Magoha told MPs.

Under the 2010 constitution, Teachers Service Commission is an independent commission which does not take instructions or directives from any individual nor any other government body.

It’s on this ground the ministry of education feels isolated in making critical decisions involving the education sector moreso those affecting teachers.

Last year the commission began a scheme of employing qualified teachers on internship basis. Magoha feels that the Law should be amended to give room for his ministry to take part in such important process among others.

Should the move go through in Parliament, the embattled TCS boss Nancy Macharia could loose her control over the teachers as also discussion are on to disbundle the commission and put it under the education ministry as an education agency.
