CS Ogamba tightens the screws as 418 KCSE malpractice cases recorded

Kenya’s national examinations season ended Friday, with Education Cabinet Secretary Julius Ogamba declaring the 2025 cycle “a turning point for integrity and efficiency” in the education sector.

At the Nyamira North DCC offices, Ogamba said the close of the exams — capped by the Physics Practical — signaled not just a finish line, but a renewed national mandate to restore credibility to a system long troubled by malpractice.

He announced accelerated marking, tougher penalties, and stronger surveillance measures as part of a sustained drive to deter fraud and speed up the release of results.

“The work does not end today. We are transitioning into a new phase defined by fairness, speed, and transparency in processing and releasing results,” he said.

The 2025 KCSE examinations, conducted from October 21 to November 21, engaged more than 110,000 centre managers, supervisors, invigilators, and officers from the Education and Interior ministries. Ogamba commended their discipline, noting many reported to exam containers by 7 am — with some arriving as early as 4 am — to guarantee seamless distribution of materials nationwide.

He also highlighted special provisions for hospitalized candidates, emphasizing that “every willing learner was allowed to sit their papers despite personal hardship.”

But the season carried moments of sorrow.

“We tragically lost some candidates along the way. To the affected families, we extend our deepest condolences. Your loss is our loss,” he said.

While the process remained largely smooth, exam fraud persisted. A total of 418 malpractice cases were reported this year, an improvement from 614 in 2024. Ogamba vowed uncompromising action in line with the KNEC Act 2012 — including nullification of results, deregistration of centres, disqualification of candidates, and criminal prosecution. Impersonators, he warned, will face the stiffest sanctions, including a ban from sitting KCSE until 2027.

To safeguard the marking process, 32,558 examiners will begin work across 40 centres under strict integrity protocols, with examiners from compromised schools already disqualified.

“This year, transparency will not be an aspiration — it will be a non-negotiable,” he said.

Attention now shifts to the ongoing TVET November series, involving 15,266 Business candidates and 38,959 Technical candidates across 752 institutions. These exams run until December 5 and will be administered under the same vigilance standards.

Meanwhile, the marking of the Kenya Junior School Education Assessment (KJSEA) is underway, with results slated for release on December 11 to give parents adequate time to prepare for Senior School placements under the three pathways: Arts and Sports Science, Social Sciences, and STEM.

Ogamba urged the public to remain alert and report irregularities through KNEC’s confidential toll-free channels.

The new loan, dubbed Kamilisha Transaction allows Co-op Bank customers to access instant top-ups of up to Sh100,000 depending on the assigned limit.

“Your limit is refreshed monthly based on your account activity, repayment history, and eligibility criteria. Good transaction patterns and timely repayments can help you qualify for higher limits,” Co-op said.

The Co-op Bank overdraft facility is available to both individual retail customers and business customers who have an active Co-op Bank account and are registered on the mobile banking platform. The service attracts a one-time access fee of 2 percent of the amount borrowed. Other charges are one-time Excise duty, daily maintenance fee of 0.2 percent per day on the outstanding balance, and an insurance fee of 0.034 per month.

During the State of the Nation address that was delivered in parliament on Thursday November 20, President William Ruto unleashed a fresh tale of promises. The president claimed that his government has identified 20 city and rural roads that he wants to covert into dual highways over the next ten years.

He claimed that the Ministry of Roads and Transport has mapped out 2,500 highways for dualling and some additional 28,000 kilometres of roads that are to be tarmacked. The first of these roads is the 170 kilometre dualling of the Rironi Mau-Summit highway whose construction is yet to start.

“History teaches us that nations rise on the strength of transport and logistics. Japan’s post-war revival, enabled by strategic road expansion, is a clear example: From only 2,000 roads, they constructed over a million kilometres of paved roads in seven decades, while Kenya has constructed just 22,000 km, over a relatively similar period,” claimed Ruto.

“The gridlock that paralyses these roads every day, especially on weekends and holidays, will soon be history.”

In addition to the Rironi-Naivasha-Nakuru-Mau Summit road, other city and rural roads that are to be dualled include the Mau-Summit-Kericho-Kisumu highway, Kisumu-Busia road, Mau-Summit-Eldoret-Malaba highway, Athi River-Namanga road, Makutano-Embu-Meru-Maua road, Mtwapa-Malindi, Rironi-Maai-Mahiu-Naivasha road.

Machakos Junction-Mariakani road, Karatina-Nanyuki-Isiolo road, Mombasa-Lunga Lunga road, Kericho-Kisii-Migori-Isebania road, Nakuru-Nyahururu-Karatina road, Kisii-Oyugis-Ahero road, Northern Bypass road, Muthaiga-Kiambu-Ndumberi road.

James Gichuru road, Bomas-Karen-Ngong road, Bomas-Ongata Rongai-Kiserian road, Ngong-Isinya road.

According to the president, these projects will be undertaken with funding drawn from the Sovereign Wealth Fund (SWF) and the National Infrastructure Fund (NIF) which are yet to be formed.

These funds will be the source of some Sh5 trillion capital that President Ruto claims is required to fund the construction of hundreds of dams, tarmacking and dualling of roads, and the extension of the Standard Gauge Railway line to Kisumu and Malaba from Naivasha.

However, for a president who is widely accused of making fake promises and stretching the truth, these claims are set to face criticism, with critics arguing that the numbers touted by the president are out of touch with the reality.
